At the same time, we must ensure that construction is carried out with consideration for the climate, nature and people.
We will accelerate grid development through the following measures:

Prioritise construction to secure transmission channels and Target Grid by 2045
Target Grid 2045 is Statnett’s goal for the expansion and development of the transmission grid. When achieved, we will be able to handle a larger volume of consumption and production, and the price differences between the regions and price-zones will be reduced.
Prioritising the necessary upgrades to transmission lines connecting regions, production and consumption will also improve security of supply. Reinvestments will increase the line capacity from 300 kV to 420 kV.
Efficient project execution in accordance with Area Plans and System Development Plan
Appropriate consolidation of projects and measures within geographical areas or project types will increase the efficiency of project implementation.
Prioritised areas and measures from Statnett's System Development Plan will guide the consolidation and bundling of both physical and digital activities.
Efficient implementation of projects will be ensured through standardisation and a unified project framework in line with best practice.
Optimise time and cost through standard sourcing and strategic procurement
We will standardise grid development using digital models and prebuilt building blocks to ensure consistency over time.
We will increase our attractiveness as a long-term customer in the supplier market by bundling larger requests, standardising based on suppliers’ products and increasing the volume of purchased components.
Prepare for offshore wind connection
As the transmission system operator, Statnett is responsible for preparing the offshore grid. The Ministry of Energy assumes that any future hybrid grid solutions will be built, owned and operated by Statnett.
The Norwegian government’s ambition is to allocate areas equivalent to 30 GW of offshore wind power by 2040. Statnett will prepare the onshore power system to receive the offshore wind that will potentially be developed. We also plan to be able to develop possible hybrid grid solutions in the future.
Sustainable solutions as standard
We will develop the Target Grid in a responsible way that safeguard people and nature across the value chain and reduces emissions in line with the Paris Agreement, which aims to limit global warming to 1.5 degrees.
We will protect the interests of third parties in the specific regions where we operate, by assessing impacts at an early stage to avoid and minimise negative effects.
Furthermore, we aim to reduce our land use and material consumption, facilitate circular material flows, and achieve a high level of waste sorting in our projects. We will work strategically and long-term with our suppliers on sustainability matters.
Enhance cooperation
We will work coordinated, prioritised and systematic with national and European frameworks. We will maintain our close dialog with the Ministry and the Norwegian Water Resources and Electricity Directorate regarding regulatory processes.
To increase the utilisation of the overall power grid, Statnett will cooperate with local grid companies to better manage congestion in the regional grid.
We will continue to participate constructively in European developments to ensure that the Norwegian power system is taken into account. We will develop and foster collaboration to achieve substantial impact.
