During the period 2010-2015, the Greater Oslo grid plan project prepared a needs assessment where requirements were identified, an alternative analysis with different solutions for how to meet future electricity needs and a concept and feasibility study with external quality assurance approved by the Ministry of Petroleum and Energy. Statnett is responsible for planning and applying for implementation of the projects we believe to be socio-economically viable.
The licensing process starts with Statnett submitting a licence application to the Norwegian Water Resources and Energy Directorate (NVE). Following public consultation rounds, the NVE submits a recommendation to the Ministry of Petroleum and Energy (MPE). Potential appeals from affected parties are evaluated by the NVE and forwarded to the MPE, who will settle the appeal. The King in Council makes the final decision.
For power lines exceeding 15 kilometres, the licensing process will start with Statnett submitting a notification to the NVE. This will be submitted for consultation and form the basis for an impact assessment.
